On Feb. 26, 2006, the work of the Seventh Lithuanian Jewish Community Report-Electoral Conference was completed after a nine month break. The long interruption happened because the LJC and regional communities’ statutes needed to be co-ordinate with the Lithuanian Parliament Law on Associations. Of the 151 delegates elected to the Seventh Conference, 127 (84%) attended the Feb. 26 meeting. The Conference agenda: 1. Ratification of LJC Statutes. 2. Election of Community chairman and Council. 3. Outstanding issues. Advocate Faina Kukliansky, chairperson of the LJC Statute development commission, gave a presentation on the LJC Statute proposal. She reminded those in attendance that the commission elected to develop the LJC Statutes was made up of LJC chairman Dr. S.AIperavicius, advocate J.Borveinas, advocate E.Vasiliauskiene, TV company representative V.Gurvicius, advocate A.Dubauskas, advocate L.Kaplanas, F.Kukliansky, chief editor of the TV programme "Menora" V.Karakorskis, advocate J.Tacas, editor of "Jerusalem of Lithuania" M.Chersonskij. The Statute proposal was published for appraisal by all regional communities on the LJC website on Jan. 25. Copies of the proposal were also presented to the Community office, and were accessible to each community member. Notice of this possibility was announced in the national press. Comments were received and taken into consideration. According to the new Statutes, the highest Community body is the Conference, to be cal-ed once every four years. The Conference elects a chairman, and a Community Council, which meets no less than once every three months. The Community Council selects an executive which is in charge of current issues. The Law on Associations requires each association to have a registered membership, t was decided that the LJC will be comprised of organizations officially declaring their intent to become Community members, while regional communities will be comprised of individuals. Dr. S.AIperavicius was once again elected chairman of the .Lithuanian Jewish Community via public vote, as per recommendation by the delegates: 121 delegates voted for S.AIperavicius, 6 against, there were no abstentions. S.AIperavicius thanked the delegates for their trust, presented a report on Community activities during the last nine months, and announced its future plans. The chairman also presented a suggestion for the 25 member Council, which was also elected in an open ballot. The Council is made up of the following persons: M.AIeksandras, S.AIperavicius, R.Bieliauskiene, Ch.Burstein, M.Chersonskij, N.Efros, A.Finkelsteinas, A.GIusko, M.Grodnikiene, S.Gurevicius, T.Jafetas, M.Jakobas, E.Janovs-kaja, V.Karakorskis, G.Kofma-nas, R.Kostanian, F.Kukliansky, I.Lempertas,v E.Levitas, J.Lopianskis, B.Steinas, J.Srage, A.Taicas, V.Vainikonis, G.Zakas. This Council was voted for by 102 delegates, against by 20, abstentions - 5. The first meeting of the new Community Council elected a Community executive made up of S.AIperavicius (chairman), M.Grodnikiene, F.Kukliansky, B.Steinas (assistant to the chairman), S.Gurevicius, I.Lempertas, G.Zakas. Discussions were held regarding strategic and priority goals for the next four years, as well as future prospects for the development of the community. Faina Kokliansky was chosen to be on the Jewish Heritage Foundation in Lithuania. A regulating council made up of prominent Jewish figures and business people was selected for the Jewish Heritage Foundation in Lithuania. The work of the council is to evaluate the work of the Foundation, to provide it with recommendations, and to inform the public about its activities. The following commissions were established: for the struggle against anti-Semitism and xenophobia; for culture, education and sports; for social assistance; for cultural heritage; for religious affairs; for property restitution; for finances; for information and public relations; for contact with international litvak organizations; for utilization of material support; for the upkeep of mass killing sites and cemeteries. The LJC Council requests that community members direct their questions and recommendations to the above noted commissions. The LJC Council recommends that the heads of regional communities speed-up the registration of community members.
